About This Month's Speaker

The following describes Mr. Ross' background, and this month's presentation to the section.

I began my lifelong interest in systems thinking while at Colorado State University in the late 1960s. While there, I worked in the early development of "ecosystem modeling", which required the fusion of mathematics, biology, system dynamics, and computing. Lack of funding, a competing war, a shortage of adequate computer resources, and a nagging feeling that it might be a good idea to know how to make a living, resulted in "postponement of this line of research" - (euphemism for a "big detour"). Along the way I have been a carpenter, general contractor, estimator, scheduler, director of project control systems, project manager, senior project manager, organizational development specialist, senior management consultant, and educator. The "glue" underlying most of my work has been the profession of project management. Always nearby has been my interest in "systems thinking". The two had not fully merged into a powerful new paradigm until four years ago. That was when I really began to absorb, understand, and apply Goldratt's "Theory of Constraints" (TOC) and the "Integrated Thinking Process" (ITP). In conjunction with 28 years of project management experience, for me the circle is beginning to close. Many things that never made sense are now seen in a new light. I have studied many (maybe even most) systems thinking methodologies, but TOC is clearly the most practical and powerful of them all. The exciting thing is, everything has come together to bring us powerful new ways to understand the complex systems which we all have to live and work, and effective new methods are available to us to help us achieve levels of project performance which seemed impossible just a short time ago. My presentation will give you a glimpse into the underlying theories, and more importantly, some of the immediate practical applications that you can begin to use to benefit projects of importance to you.


1999 Denver Annual Meeting Update

I hope you have your calendar blocked out for June 27th through July 1st for our annual meeting. You will receive registration publicity in the next few weeks, or you can find it now on the AACE International web page www.aacei.org. If you have not been to an annual meeting, this is the one you'll want to come to.

Thanks to all the folks that volunteered their time! But we still need more help! Our section needs to provide volunteers in the areas before and during the annual meeting. Sign up started back in February, and will continue for the next two section meetings. We will be asking you to make a commitment for several hours of your time. We need your help in the following areas:

Registration and Hospitality need the most volunteers since they are open every day during the meeting. Please consider these areas and get ready to sign up early for the time you prefer. You can also call the Chair for the area and they will be glad to sign you up as well.

We also have the need for a complete computer/printer setup for Friday, June 25th through Thursday July 1st. It will be secured in a locked room for headquarters staff. If you have one we can borrow, please give me a call.

President’s Message

A Thanks to all of you who completed the RMS 1998-99 survey. The results are included in this newsletter. The bottom line is that the membership is evenly divided on its satisfaction with the current meeting facilities. A southeast location is still the area of choice. The meeting time and day are satisfactory and most are not willing to pay more than the current $20 price for the dinner meetings.

Based on the results, new meeting facilities will be investigated over the summer, however, the Wyndham Garden will still be considered. Your suggestions for meeting topics will be a great help to next year's Board and come next fall, RMS members can look forward to a season of interesting topics in the best facility your $20 bucks can buy!

Also included in this newsletter are the nominees for the 1999-00 RMS Board of Directors. Bios of the nominees will be published in May's newsletter and the voting / swearing in of new officers will happen at the Section's May meeting, the last meeting of the season.

Please note that the deadline for nomination of the 1999 Rocky Mountain Cost Engineer of the Year is Thursday, April 1, at the end of the April Section meeting. Any member of the Rocky Mountain Section is eligible to nominate any other Section member. The only qualification requirement is that the nominee has made an extraordinary contribution to the Association or to the profession.
You may make your nomination by completing the nomination form included in this newsletter, or by e-mailing, phoning, or seeing in person either Jim Daley or Bill Kraus. Address information is included at the end of this newsletter.

ROCKY MOUNTAIN SECTION HOSTS JULY 1999 CERTIFICATION EXAM

The AACE International certification exam will be offered twice in Denver during the summer of 1999. The exam will be offered on Saturday, June 26, 1999, during the annual meeting to be held in Denver at the Marriott Denver Tech Center. The Rocky Mountain Section will host the July certification exam on Saturday, July 10, at a location yet to be determined. The deadline for having your certification application in the Morgantown office is forty-five days prior to the date on which you plan to take the exam. Please contact Bill Kraus if you need an application, have any questions about applying or about certification in general.


Certification Study Hall

The Rocky Mountain Section will hold a Certification Study Hall on Tuesday, April 20, from 6:00 to 10:00 p.m. It will be held in Room 105 of the Coors Engineering Center, Coors Brewing Company. If you're not familiar with the locale, please call or e-mail for a map.

You are invited to attend if you have applied to sit for the AACE International certification exam, or if you're considering becoming certified. You're also welcome if you would like to come and find out more about the certification program.

This will be a free-form session to address any questions you may have. There will be no formal presentations; however, the instructors for our Certification Preparation Course will be there, as well as other certified RMS members. They will be there to answer your questions regarding the exam, the paper, what is covered in the exam, how to prepare, what typical questions to expect, or whatever else you may be wondering about the certification program. If we don't have the answer to your question, we will attempt to assist you in obtaining the correct answer.

No reservations are necessary and there is no cost. Just show up on April 20, and be prepared to spend an enjoyable evening in exploration of the certification program.

You are cordially invited to attend the Certification Study Hall on Tuesday, April 20, from 6:00 to 10:00 p.m. Your insight and knowledge are needed in order to help prospective candidates learn more about the certification program and how to be successful in becoming certified. ABOUT THE

ROCKY MOUNTAIN SECTION, AACE INTERNATIONAL

A Society dedicated to advancing the development of cost professionals through continued education, certification, and technical and social information exchange.

Membership in the Section is open to all classifications of AACE International members.

Annual Section Dues are $20 and include the cost of the Section newsletter and attendance at all Section functions at member prices.

Guests are welcome to attend all Section functions. We encourage regular guests to seek membership status as soon as practical.

Meetings are held on the 1st Thursday evening of the month, September through May, in the Denver area.

Name Tags should be worn at all Section activities and are available at no charge to Section members. Please contact the Section Treasurer if you would like a name tag.

The Section newsletter is published monthly from September through May. Section members may submit items of interest to the Section Secretary prior to the 15th of the month preceding publication. Reprint permission is granted to AACE International and all other AACE Sections with credit given to the Rocky Mountain Section.
